    how do you become one ?

    You apply to the DOJ. You have to have some type of qualification, such as NRA instructor or POST instructor. The website has all the answers.

      I only had to take the instructor certification course. I'm an FFL so maybe that counted as qualification.

        Entities Recognized by DOJ as Providing Comparable Handgun Safety Training to Those Entities Specified by Penal Code section 31635, subdivision (b)

        Penal Code section 31635, subdivision (b) authorizes the California Department of Justice (DOJ) to recognize entities which provide firearms safety training comparable to the entities specified within that subdivision. Individuals possessing a Certificate of Completion from any of the entities so recognized by DOJ may apply for DOJ Certified Instructor certification.

        The entities recognized by DOJ as providing firearms safety training comparable to the entities specified by Penal Code section 31635, subdivision (b) are:

            If I read the DOJ application correctly, it appears that any NRA Certified Instructor is already qualified to become a HSC Instructor. Is this correct?

            California DOJ Certified Fingerprint Roller
            Ventura County approved CCW Instructor
            Utah CCW Instructor

                You don't 'need' to become an instructor either. Spoke to the DOJ at length about this. They were very sure that you had to be a 'pistol' instructor for the NRA if you were using that as your qualification. There are non-instructor courses you can take as well. I know that Rodger at Basic Gun Safety holds a class that satisfies this requirement. They are held in Huntington Beach.

                    I did the HSC instructor course through Bill Tidwell. Very quick and easy. No need to have any NRA certifications unless you already have one. He offers the course somewhat regularly.

                      sucks that you have to do this and it's only good for 6 months before the new FSC requirements come on line.

                      And I've been told that the instructors are stuck with any unused HSC cards that they might have at the end of the year, and that CADOJ won't buy them back from you. So, you have to try to figure exactly how many cards you will need for the end of the year without running out too early (and maybe not being able to get a new shipment) or else keeping a surplus that you will have to toss out.

                        A quick read of the bill indicates that unexpired HSC cards may continue to be used beyond 1/1/15. Presumably then we may still be able to issue HSC cards beyond 1/1/15. You could offer the HSC to someone who only intends to buy a handgun and offer it at "cost" of $15 to incentivize them to get the inferior certification. You need only do this to recoup extra cards.

                          My understanding was if you have a valid HSC you can still use it after the first to buy handguns. If you want to buy a long gun you will have to get the FSC. I can find nothing saying we can still issue HSC after the first, only the new cards. Honestly I think they are making this up as they go, so we will wait and see what happens.

                            I didn't read every word of the bill, but I did not see anything that says you "can't" issue an HSC after 1/1/15. The fact that a "valid HSC" is still good for buying handguns after 1/1/15 would imply that issuing one would be ok if not otherwise prohibited.

                            This would only be a necessity if you have cards left over. As mentioned, for a one time only handgun buyer, this could be a good option.
