however, the questions I have are:
Why are FFLs required to be registered as 2nd hand dealers when we purchase a rifle or pistol for resale from a local private party in California?
How is that different than buying a firearm from a guy 200 miles away that you can't get a thumbprint for or from someone out of state?
Furthermore from a logbook standpoint why is that treated differently than processing a transfer from a private individual that ships the firearm to you?
Would you need a secondhand dealers permit to go to a Nevada pawn shop and purchase a clearly used gun for your inventory and then re-sold in California (no)?
So, what's really the purpose of the FDAS system in these cases?

.. Maybe depends where you live. I got a 2nd hand dealer's permit from my local PD and paid them $200-300. I don't remember paying CA DOJ anything. They just asked to see my permit before they'd give me an FDAS. This was about 19 months ago so I could be forgetting too...
