    FFL Thoughts on SB 53 (Ammunition Purchase Permits/Authorizations)

    I am just curious as to what you FFL's think about this bill and what it would require if passed.

    It looks like it would be a major pain for everyone involved, with initially checking the APPs list on every ammo purchase beginning in July 2016 and then requiring a registry of "authorized ammunition purchasers" to be checked beginning July 1, 2017.

    What kind of timeframe would these checks require? Is it going to eat up all of your time running checks on everyone who walks in to buy a box of ammo? Are you going to tell them to come back in 3 days to pick it up?

    What about the requirement for ammunition vendors to receive and process private party internet ammo orders? Some guy orders 40 SPAM cans to be processed by you and you need to receive it, stack it and wait for him to show up to claim it?

    I am just wondering what you all think about the impacts this could have on your businesses.

        That makes sense, although we are all in the same boat in that regard, FFL or not.

          I don't sell ammo much if any so I'll reply. It is the stupidest thing know to man! It sure does the trick to tie out hands when it comes to sales, it's hard enough to sell a firearm now and now the next biggest seller is going out the window. If that not enough, now the ATF, FBI and the rest of the goverment want us dealers to "watch and/or report" buyers of powder and other explosive components to make sure they are not buying too much since it could be a red flag that they might be using it for illegal activities! Either way you cut it, the gov is slowly tightening their strangle hold on this business. I haven't heard of anyone getting their banking shutdown but it is happening.

            I'm in the same boat as grego31, don't sell too much and any we do sell is 2-5% above cost or so, so it's not a huge money maker. It's essentially a service we provide to our customers picking up their firearms (I know I know - our name..) anyway, I imagine it'll probably push a lot of ammunition sales "underground"

              It just seems that the cost in time alone for ammo sales would be enough to discourage many smaller operations from continuing to sell it. Basically having to run a background check on every purchaser, documenting the buyer info, caliber, type and quantity purchased, etc., seems like it would not even be worth the time for a $10 or $15 box of ammo.

                If you have ever been to Turners in Reseda (LA city), you know what ammo registration does. All ammo is kept behind the shelf, CDL/ID is taken and info recorded, and thumbprint given. CA license only, no out of states even with LE credentials. Backs up the staff horribly. Frankly, I don't know why any one bothers there for ammo considering they aren't the only shop in the area. It seems you can skip all that time waiting in line just to drive over the Rettings, Gun World or to a Big 5.

                ... just saying.

                  SB 53 coupled with the upcoming "lead ban" will put me out of the ammo business. I've got a lot of ammo for the size of my small store and would like to get rid of it all asap.
