    PPT questions

    One of my wife's family member is looking to sell a handgun. Before making an offer I have a couple of questions.

    I'm not sure if he is a California resident as he spends a lot of time in Texas. I also don't know if the handgun is registered in California if he is a resident.

    1) If he is not a California resident, can we proceed to any FFL to do the transfer? Since it is an out of state firearm the $35 limit to PPT would not apply correct meaning that the FFL could charge to accept the firearm much as if it was shipped from out of state correct?

    2) If he is a CA resident and the handgun was not registered can it still be transferred?

    1) correct. but if he is not a CA resident, then the handgun in question must be on the roster, or the buyer must be roster-exempt.
