    New DROS procedures for 2014?

    I'm not a FFL just a concerned CalGunner, but I just came accros this on Cal CCW site:



    Just ignore me if this was posted else where on the site. I gave a good effort to use the search function.

    When the DROS was submitted though MCI to CA-DOJ the Handgun information was populated into AFS. (Automated Firearms System). On pickup you signed the federal 4473 form and Safe Handling Affiliated. You were done.

    2014 DROS
    When the DROS is submitted to CA-DOJ, AFS does not get populated. AFS is populated only if the gun is properly logged out of the DOJ system. The dealer is suppose to log into the system, click the delivered box, click okay. The DROS now changes from pending to delivered. They are suppose to print it out and have you sign it, then 4473, finally the safe handling affiliated.

    The problem
    Most dealers did not go into the system and mark delivered. Or they didn't print out and have you sign it. The AFS system NEVER got populated with the gun information. The DROS then expired and you basically left with a unregistered firearm. That's ALL firearms, handguns and log guns since 1/1/14

    Your in Deep Doo Doo.

    Law Enforcement runs the make, model, serial number of your firearm. It comes back through the AFS as "No Record Found" You get arrested and the gun is destroyed. DOJ has washed their hands of this issue>

    The Current Fix
    May 1st CA-DOJ called every firearms dealer in the state and explained the proper way to log out a firearm now. THEY DID NOT TELL THE DEALERS ABOUT THE AFS PROBLEM.

    Because the DROS expired CA-DOJ has no way to input the old DROS information.

    What you need to do!
    1) Ask your dealer to provide proof it was marked delivered in the DROS system. OR do you remember signing another DROS printout on pickup.

    2) Request from CA-DOJ a list of all firearms you own.


    How do I know put the gun in my name?
    Only two ways.

    1) MAKE your dealer re-register the firearms. Yes, they keep it for 10 24 hour periods.

    2) You register it yourself. You keep the gun but need to pay $19.00.



    Why I know all this.
    Mid March we delivered a gun and didn't log into DOJ to mark as delivered. The Sig never got registered in the owners name. Our screw up. I had him come back with the Sig, we fill out the voluntary registration form and I paid the 19.00.

    CA-DOJ IS NOT PLANNING ON CHANGING THEIR DROS SYSTEM. THEY HAVE TAKEN THE STANCE THE DEALER SCREWED UP AND NOT THEM.

      The CA DOJ did not call every FFL, They did put a notice on the DES.

      The safe handling demo has to be done before the firearm is marked as delivered since if the person can not complete it, the firearm can not be delivered.

      MOST dealers?

      Just because you have a firearm which is not registered, does not mean that you will get arrested and the firearm destroyed. If you move into CA, you have 60 days to register the firearm. You may have bought the firearm before all transactions had to go through a FFL, which means it would not be registered and that does not mean that the police can just take it and arrest you, well, as least having it be valid since the police could do anything, even if what they are doing is illegal.

      In other words there is a lot of mistakes in that post. The fact is that the FFL has to mark the firearm as delivered. There is a record of the transaction, so it is possible for the DOJ to mark it as delivered later. FFLs are required to know the laws and it was reported the changes in the law, so failure to do what is required IS their fault.
