    rifle transfer procedure to visiting non resident

    What ffl procedures need to be completed for a rifle transfer from a CA resident to a visiting out of state resident where the rifle is legal to transfer from and to? Thanks

    I believe the rifle will need to be sent to a ffl in the home state of the visitor.

      Yep, visiting out of state residents can't get a firearm transfered to them in California. The rifle would have to be transfered through an FFL outside of California. To transfer the rifle inside California the buyer needs a California DL or ID from the DMV or military ID with permanent orders.

      If the person visiting is a C&R FFL and the rifle is C&R then the rules are different.

        If the person visiting is a C&R FFL and the rifle is C&R then the rules are different.
        In most other states, that transfer would work; Federal law would allow it. But CA DROS is implemented to work as described above.

          If someone is moving to California or visiting, can they transfer the firearms to an California resident? Specifically a pistol?

            If they are moving and have California ID yes. If no, then through a FFL.

              Always through an FFL. Without CA ID, most likely would be an interstate transfer.

                  It is not a PPT if both parties are not CA residents. All transfers have to go through a FFL, but the firearm can be personally brought in even if the seller is a not a CA resident, but then it would not be limited in the fees that the FFL can charge.
