What ffl procedures need to be completed for a rifle transfer from a CA resident to a visiting out of state resident where the rifle is legal to transfer from and to? Thanks

Yep, visiting out of state residents can't get a firearm transfered to them in California. The rifle would have to be transfered through an FFL outside of California. To transfer the rifle inside California the buyer needs a California DL or ID from the DMV or military ID with permanent orders.
If the person visiting is a C&R FFL and the rifle is C&R then the rules are different.__________________

It is not a PPT if both parties are not CA residents. All transfers have to go through a FFL, but the firearm can be personally brought in even if the seller is a not a CA resident, but then it would not be limited in the fees that the FFL can charge.Kemasa.
