Postman won't deliver handgun. Any ideas why?

So I purchased a handgun out of state and the dealer sent it to my local FFL holder via USPS. But when the postman arrived, instead of dropping off my firearm, he left a slip with my dealer saying he could not deliver it and that my dealer would have to go into the post-office in person to speak with someone. The postman would not specify what the issue was.

Anyone have any ideas why this would be? I've purchased handguns from out of state before that were delivered through USPS, and it was my understanding that it was perfectly legal to ship a handgun through the postal service as long as it was between FFL's. I'm hoping it's nothing serious, but hopefully someone here could ease my mind.

Maybe your FFL is not on file with the USPS?

12.1.6 Certificate of Manufacturers, Dealers, and Importers
A federal firearms licensee manufacturer, dealer, or importer need not file the affidavit under 12.1.4, but must file with the postmaster a statement on Form 1508 signed by the mailer that he or she is a licensed manufacturer, dealer, or importer of firearms. The mailer must also state that the parcels containing handguns, or parts and compo*nents of handguns under 12.1.2d, are being mailed in cus*tomary trade shipments or contain such articles for repairing or replacing parts, and that to the best of their knowledge the addressees are licensed manufacturers, dealers, or importers of firearms.
[Revise the title and text of 12.1.7 as follows:]

This is from the USPS website:

      12.1.5 Manufacturers, Dealers, and Importers
Handguns may also be mailed between licensed manufacturers of firearms, licensed dealers of firearms, and licensed importers of firearms in customary trade shipments, or for repairing or replacing parts.

Maybe they need to verify his FFL. Just my guess.

I have no clue. I get handguns via USPS every week without problems.

There is NO requirement that a FFL be on file nor that they ever see anything to prove that the person shipping it has a FFL (kind of silly in a way, but that is just the way it is).

nor is there any requirement that they verify his FFL.

The only real issue would be if the form 1508 was filed or not, but only the shipping post office would be aware of that. There could be bogus issues and that could be just about anything.

The package typically needs to be signed for and can not just be left.

Adult Signature? Maybe your FFL wasn't there to sign for it? Maybe the package was damaged and they want an acceptance waiver? Lots of reasons why they wouldn't leave a firearm.

Did the postman state that it was a firearm? It was my understanding that there was not suppose be any knowledge that the package has a firearm in it.
If no mention was made, it might be something simple.

Remember, the postman only rings once.

You said the postman wouldn't "drop it off". Was the FFL not in? If that was the case, he needs to go to the post office and sign for it. Pretty sure it was shipped insured with Sig required.
