PPT within CA shipping?

    PPT within CA shipping?

    Hello All,

    This has confused me from the start. Shipping a PPT non-roster CA firearm to the CA FFL for the new CA owner DROS > what's the deal?

    Couldn't the seller just send their DL copy with the firearm?

    If it get's shipped it in not a PPT any longer. It becomes a dealer sale and is not exempt for the roster.

    So what you are asking is a "NO GO"

      Agree with Brian, Maybe expand on your question a little more. But with what you just asked it is no longer eligible for a PPT.

        But on your question could they just send the firearm with their DL? Yes, but maybe the other FFL wouldn't receive it from an individual. Or maybe it was cheaper for it to be sent by a dealer as common carriers usually require handguns be shipped overnight unless its sent by a dealer. FFLs can ship through flat rate Post Office boxes and it costs way less to do so, whereas the public may not. Maybe this answers what you were asking????

          Are you in CA? If you ship it is not considered A PPT. A PPT is where both the buyer and seller meet a LGS to do the transfer. Hope this helps.

            Could a CA Private Party ship a FFL the firearm for another CA Private Party to then DROS and become the new owner?

              Yes, a private party can ship a firearm to a CA FFL dealer, who can then transfer that firearm to another private party.

              However, since this is not a PPT, the CA FFL dealer can legally charge any amount of money to facilitate the transfer and if the firearm is a handgun, the handgun needs to be on the Roster of Handguns Certified for Sale or be exempt from it.

                A PPT is legally defined as two people present at an FFL performing a transfer from one to another. This is the roster-exempt transfer format, and fees are limited BY LAW.

                Anything else, including but not limited to shipping to a dealer for a transfer, is defined as a non-PPT dealer facilitated transfer, and is still possible to do of course, but there are NO limit to fees and the transfer is NOT roster exempt.
