Having so many issues with shipments, does anyone have a checklist they send out?

1 out of 3 firearms that we are receiving from out of state FFLs contain no CFLC or invoice. Of those 75% of the time the other FFL goes 'huh?' even though we asked them when we sent over our FFL if they know CA shipping laws and why they need our CFD.

I spend hours a week walking other FFLS through the CA DOJ CFLC website registering for it.

We also have an issue receiving firearms with no information on who they are for. After we receive it we call the FFL and they usually say Jim Bob runs the internet portion and he has all that info. Jim Bob never calls us back. We have 3 pistols in our safe right now with no information on who they belong to and it's been over 2 weeks and no one has contacted us asking if we got their pistol in.

When dealing with OOS FFLs do you guys sent a checklist? If no CFLC is in the box do you just return the package?

Do you charge a storage fee for guns that sit for weeks because you don't know who they belong to?

I've found it necessary to educate a number of out-of-state dealers/shippers on the paperwork necessities. Most are appreciative especially when I tell them that Calif. is the third highest retail seller of firearms in the nation (info courtesy of the NSSF). They then acxknowledge that it would be worth their while to get familiar with the rules in "big-bad-Calif."
Many just flat refuse to deal with CA dealers like we're the problem... Go figure.
If I get a shipment w/ no CFLC paperwork I contact the shipper and threaten with a return COD shipment if the CFLC is not fax'd forthwith. I've only returned one shipment.
Never had a problem with not knowing who the recipient is, though.
Personally, if I rec'd a shipment and the shipper drug is feet advising who the buyer was I'd ship it back COD!

Ok, I'll share. When a buyer sends us an email asking us to provide our FFL to another dealer, we send this every time. We have never had to return a shipment and we get close to 100% compliance with CFLC requests. Oddly, even with this only about 75% of originating dealers provide us an invoice so we can calculate use tax, so we have to call them. Not sure why the selling price of a firearm is such a big secret! :

Our FFL/CFD info is attached for the buyer below.

We would ask that you please include a detailed invoice with the buyer’s full name and contact phone number along with price and shipping amount clearly stated. We are required to collect use tax on the full amount including shipping. We’ll have to call you and get this info if you do not include it in the shipment, so please provide the invoice.

*IMPORTANT* Please include the California CFLC letter (California’s equivalent of FFL EZ-Check) as required by California law. Failure to included the CFLC letter will result in our inability to transfer the firearm and we will be required to return it to you if this info is not provided.

HOW TO PRINT OUT CFLC for your CALIFORNIA SHIPMENT:

Click on the "Enroll in CFLC" button.

Provide your FFL info and create a logon username and password. When you need to ship to a California FFL, logon to the same site and click on "request firearms verification shipment" . Enter the dealer's California CL number (our FFL is attached to this email with that number printed at the bottom), the number of handguns or long guns being shipped and your invoice number then click submit. It will generate a single page printout that you should include in the shipment. It's simple and takes about 30 seconds added work for each shipment.

Seems to help. What I do instead of threatening to return is put it on the buyer. I send a note to the seller telling them I will be unable to release the firearm to the buyer until the FSA number is given. This gets the buyer involved nagging the seller until I get it. Oddly this has only been an issue for me with JD Machine IN California not providing a CFLC number without me pestering them. You'd think a CA Mfg would at least get it right.

Another option to returning the firearm is turning it over to the police. Mentioning that might get more of a reaction since then they will lose the value of it.
