    ATF Multiple Handgun form

    Ok so a guy PPT's a handgun on day 1 of the month, then on day 3 he PPT's another handgun from a different seller, he picks up the first gun on day 11 (his 10-24 hour periods are up) then he waits until the 20th to come in and pick up gun 2. (10-24 hour periods were up on the 13th. )

    Question does the disposal of multiple handguns in 5 days form apply to this situation? They wont be logged out of my book within 5 days of each other. Gun A is logged out on the 11th and gun B is logged out on the 20th....

    No, some guys plan their pickups like this for that very reason.

      Remember the reporting period is 5 of your business days. So there really isn't enough information to determine if the report of the multiple handguns apply or not since you don't list your business days. If you are only open 1 day per week (yes, I know your example shows otherwise), then it would be 5 weeks. Quite stupid, but that is the way it is. Personally, I think it should be calendar days or normal business days (Monday-Friday), but that is not what it is.

        Thanks for that, I'm open 7 days a week so I didn't realize it was business days referred to on that form.

          Does an FFL need to submit the 3310.4 to ATF when transferring multiple handguns from dealer inventory to personal collection?

            According to my ATF auditor, yes.

                The only difference I may have from you is that I'm an LLC and I did 4473 myself as well. That may make a difference.

                  It depends. As said, if the business is an LLC, then you might. If you are a sole proprietor, then you are a licensee and you would not be required to do so.

                    Thanks! I am a SP, and my interpretation is the same, but I thought I should get another opinion. If I may trouble you for another clarification …..I only need to 4473 to myself if I intend to sell them within a year?

                      If you transfer a firearm to your personal collection and don't fill out a 4473, then if you decide to sell it within a year, you just have to run it through your book. You are not prevented from selling it.

                      I was also told that you should not fill out the 4473 when you don't have to because it is just one more thing that you can be written up for if you happen to make a mistake on it.

                      The ONLY issue in which you might want to fill out a 4473 is if you are transferring a firearm to your personal collection and you intend to sell the firearm within a year AND you want to do the transfer as a PPT at another FFL. Otherwise, it is not a big deal to run it through your book. You can do the transfer as a PPT at your own location. You might be able to do a PPT at another location, but you would have to log it into your bound book, then bring it to the other FFL (getting a copy of their FFL) and do the PPT. This could be an issue as it could be considered a FFL to FFL transfer though.

                        Copy 1 - To ATF. Fax, email or mail to the ATF The National Tracing Center no later than the close of business on the day that the multiple sale or
                        other disposition occurs. Fax number is 1-877-283-0288. Email address is MultipleHandgunSalesForms@atf.gov.
                        So, does this mean the day you sold them or the day the customer takes delivery?

                              Open 7 days a week. 9am-6pm and thats what we put on our FFL application. But, thanks, got the answer I was looking for.
