    Form 1508

    Mentioned on this form is the term, "Bona fide Dealer".
    Can someone give the definition of a Bona fide dealer?
    Also: why do some folks have the privilege of shipping handguns at a lower cost than other people? Is this a federal law?

    It means somebody who is a "licensed dealer" or "licensed importer" with the appropriate FFL issued by ATF.

    Yes, federal law. The Non-mailable Firearms Act of 1927 put restrictions on who can mail handguns. Business type FFLs probably lobbied Congress for an exemption because the restrictions hurt business.

      There is also the FFLs who have contracts with FedEx and UPS which allow them to ship second day air instead of overnight, which is just a rule of those businesses, not law.

          You may also ship (mail) handguns via USPS provided to you comply with USPS regs.
          Look up shipping handguns on the USPS web site.
