To make a long story shorter, my Military Squadron at Beale AFB is looking to purchase several commemorative 1911's from Sig Sauer. The plan is to have the firearms shipped to Beale Rod n Gun Club to use their FFL services.
The whole issue stems from Sig Sauer saying that CA and Mass residents are unable to participate in purchasing the firearms due to the engraving taking them out of the bounds of CA's roster even though the pistol is an on roster model.

That is the original question I had and to be honest I received the answers I expected and understood. However it seems that the Federal Regulations are mostly lost to anyone who hasn't extensively looked into them.
The PoC is telling me that I am in fact wrong and that the firearms are able to be shipped to CA where we are able to take possession of them.
My understanding of CA and Federal law is that to take possession of a firearm in CA we would need to be a resident of CA. To be a resident of CA it means we have all of the correct identification as well as proof of residence.
Now where the whole military issue comes in is that for nearly every other aspect of life we are considered a resident of our state of record. In my case WI. Due to PCS orders I am considered a state of CA for firearms purchases.
From what I can tell everyone assumes that becase we hold a different state of record we are able to purchase firearms in that state as well as CA. Which in some cases we may be able to just not legally.
My main goal is to educate myself and be able to clearly explain the issue that as "residents" of CA we have in attempting to purchase these pistols and to see if there is a way to make it legal for us to do so.
So few questions.
1. Does the engraving violate the terms of the CA Roster?
(Librarian said yes while another member had a similiar project done with no issue)
2. Short of SSE or having the firearms added to the roster is there a way we are able to take posession of the firearms as residents of CA.
3. Are military members exempt from CA and Federal rules regarding firearm purchases due to out of state residency?
(I realize this make no sense and is in fact a giant NO but I wanted to ask in case I'm missing something.)
This thread is not intended to start any problems I am simply trying to put all of my ducks in a row and ensure I have the correct information.
