online purchase transfer question

Hi,

I am looking to make my first online purchase of a firearm and I am just getting confused with all the information out there, as far as what takes priority over what.

Specifically, I want to order an AK variant (most likely a converted saiga) from an online retailer like atlantic firearms.

I am confused because the CA DOJ website's list of banned guns includes some types of converted saigas, as well as other ak types. But at the same time, I believe I understand that these guns are legal with a bullet button installed. So does the installation of a bullet button remove these guns from the banned list? I am also getting very confused looking at category 1, category 3 things on the DOJ website...

I am in contact with a nice gentleman up here in the Tahoe area with a FFL, and he said he has had some "problems" registering/transferring these general types of guns for some customers recently (after 1/1/14), and warned me that there would be a return fee + shipping costs if he couldn't successfully transfer it to me. That scared me because before I thought anything with a Bullet button on it was good to go.

I am hoping to find out from some of you fine people with experience in these matters the following:
- What do I need to do to make sure the transfer works?
- What "problems" could he, as an FFL holder, have in transferring the AK variant to me, and how could they be avoided?
- If the installation of the bullet button makes the firearm on the banned list legal, what would he call the gun on DOJ paperwork to make sure I can get it?


P.S. another member (librarian) said there was a glitch in the dros software, or something to that affect, and recommended i post this in here

Atlantic firearms has CA legal rifles with all the requirements to take away the legwork. Most online vendors that ship to CA are up to speed with the laws. Those that are not, don't bother catering to customers from the Golden State.

the FFL i have been in contact with says he has had problems, and I'm new to ordering online, so I'm trying to find a direct course of action to get this rifle into my grubby hands.

The main thing about ordering online; is to have an excellent CA FFL dealer that knows the ins & outs of all the laws, is willing to accept shipments from non-FFLs and charges reasonable transfer fees.

Sounds like you need a better CA FFL dealer.

If a gun is banned by name then putting a bullet button on it does not make it legal.

Just because the rifle is not banned by name does not make it legal. For example if you buy a M92 PAP pistol from Atlantic it is legal in CA but you need to have them, or a middle man FFL, install a bullet button on it. The FFL cannot receive it without one and install it themselves unless they have the required permits. If they do have the permits it is expensive so expect to pay more for this because it actually cost the FFL a lot of money PER gun.

If it is not a CA 'Assault Weapon' by features and not banned by name then you are good to go. Your FFL will not have any issues. If your FFL is worried about transferring an AK because it is an AK find a new FFL.

List a specific model and we'll tell you yes or no and why so you understand.

With the change in 2014 where long guns have to be "registered", there can be issues with the name. The CA DOJ has modified their system to claim things are a so-called a-salt weapon, when in fact it is not.

One example I have seen is that for a SKS (which is typically legal), has to have the model listed as "fixed SKS" to get around the system.

There are also two Russia entries, which the first one seems to be a problem.

Im guessing that this might be part of the issue, the FFL i have been in contact with said he was looking at the DROS drop down menus and couldnt find an entry for saiga/izmash or rwc, and the gun i want is stamped with all three of those things http://www.atlanticfirearms.com/comp....html?Itemid=0

someone alluded to a glitch in the system where these were not showing up. Does anyone know the correct way to enter these into the system so that the transfer can go through? Thank you all so much.

The FFL holder said there was a drop down menu for "Russian imports," but that saiga/izzy could not be found within it. So would he just select "Russian gun" and then put izhmash and serial number in the comments? And then it would work? I dont know exactly how the interface looks/operates. I wish I could see the same thing you FFL holders are seeing, but I'm trying to describe the issue as best as I can so that we can have a smooth transfer and I dont have to pay 20% restocking fees etc, lol.

I believe the consensus (and defacto DOJ approved) workaround is to select Made in Russia and put the manufacturer in the comments

And you put Saiga or Izhmash or the importer, to get it to work? Or does it work with any?
