I live in California, the Henry rifle i want to buy is from a private person living in Oregon (he is not a relative). I know I am not allowed to go up there and buy it, either from him directly or at an ffl dealer's shop up there. I've only been reading online to try to understand if it can be done. Are all or any of the following ways correct and legal. (after I send him the agreed to price) Thanks for any help.
1. He can mail the rifle to an ffl dealer near me in my state (and he doesn't need to get a Firearms Shipment Approval number from the Ca. DOJ). The dealer here does the background check and holds it 10 days
2. He takes it to an ffl dealer in his state (who needs to gets a Firearms Shipment Approval number from Ca DOJ), then the ffl dealer ships it to an ffl dealer here, where they do the background check and hold it for 10 days.
.
3. We split the travel distance and he comes to California and we meet at an ffl dealer and transfer the rifle, both of us in California (but him with his Oregon ID).
