    C&R???

Since all C&R's now go through a FFL, when can the C&R holder walk with the firearm (same day)?

Must hold a C&R and current COE?

I don't believe and FFL in my local area will honor the C&R and COE. They make you DROS and wait.

For sure for handguns C&R + COE. I'm guessing if it's good for handguns long guns would be good too. I'm not sure if C&R alone allows cash/carry after DROS for long guns.

Person buying needs a valid Type 03-FFL and valid COE. [PC 27670(a)]
DROS still needs to be done. [PC 27670(b)]

        Penal Code 27670

        (2) The sale, delivery, loan, or transfer is made by a dealer.
        (3) The sale, delivery, loan, or transfer is made to a person who is licensed as a collector pursuant to Chapter 44 (commencing with Section 921) of Title 18 of the United States Code and the regulations issued pursuant thereto.
        (4) The licensed collector has a current certificate of eligibility issued by the Department of Justice pursuant to Section 26710.
        (b) On the date that the sale, delivery, or transfer is made, the dealer delivering the firearm shall transmit to the Department of Justice an electronic or telephonic report of the transaction as is indicated in Section 28160 or 28165.

If the buyer has a C&R FFL and a COE and the firearm is a C&R long gun then there is no need to go through a dealer. This assumes the seller is not a California dealer.
