Converting Hi Cap to 10 round

So am I understanding correctly that I can no longer convert hi cap mags to 10 rounders, with this new law? I am trying to understand this this and can't find much inf. Thanks

There is disagreement on this. Some dealers will not do this. Many will. AB48 has created another wall of FUD.

You can modify a magazine outside of CA. You can modify a magazine that you currently own. There is a problem with parts kits now.

I am an FFL that does SSE occasionally and sometimes the guns come with hi cap mags. What about guns that need to be bullet buttoned with a hi cap mag. Before, I could just block the mag, does AB48 affect this?

As long as you have a so-called high capacity magazine permit, there is no issue receiving magazines.

For firearms which need a bullet button, which would be a so-called a-salt weapon, it would need to come into CA as a CA legal firearm unless you have a so-called a-salt weapon permit which allows for you to modify such a firearm.

Yes, if the FFL is willing to do so. The pistol being sold must still be on-roster or subject to a roster exempt transaction (PPT or consignment).

EBR, thanks for the reply. Like the OP I was concerned that AB48 may have changed that ability, and like him, I am an 01 FFL that did some SSE. I received a DOJ bulletin the other day that seemed to disallow Type 07 FFL's from modifiying a non compliant firearm to be resold as a compliant firearm. Did I read that correctly. It seems like a mag block on a high cap pistol would be the same thing??

If I am not mistaken the DOJ bulletin only prohibited conversion of AW into compliant firearms by DWP holders.

It can be done outside of CA, but not inside.
