    Question to FFL regarding a PPT .

    Recently my friend bought a couple of HK's . ( I think a USP 9mm and P7) form a private seller.

    I was in the store with Him when they did a PPT. (Love looking at new toys

    Anyway, the seller sold my firend His late uncle's guns . How could He private party transfer guns to my firend that were not HIS?

    I could never understand that part.

    The DROS only says "seller" not owner.

      If his Uncle bequeathed them to him, they were his guns. He is supposed to do the "voluntary" reg form, but if he is selling them, then that is moot. The DOJ doesn't care much about this as long as the guns ultimately end up "registered" in AFS.

      He also could have received them pre-PPT requirement.

        Interesting. So You mean my dad can go to a store with someone and PPT His uncle's guns to His boss???

          Folks are not supposed to sell things in which they do not have an ownership interest. Otherwise, we get theft and subsequent resale - which we do, of course.

          The distinction here is that not all firearms are 'registered' with CA, and that's legal. (Presuming laws stay about the same, about a hundred years after required DROS info - 1991-2091 for handguns, 2014-2114 for long guns - it May Become An Issue to have an unregistered gun.)

          Because not all are registered, there is no way to check whether a 'seller' is the 'owner', so that check is not made.
