Without a Ca shipment approval number and the previous owner living out of state (no thumbprint or signature available), the new law mandating long guns be registered, and with the new DROS system, how would my FFL go about registering a Ca compliant long gun from an out of state individual? I appreciate any info.

You only need a CA shipment approval if the firearm is coming from another dealer out of state. If it is coming from an individual then no shipment approval is needed. Make sure they include a copy of their drivers license.
The FFL would have to receive it, enter it into their book and DROS it as a dealer sale. Therefor tax will need to be paid plus a transfer fee and DROS.
If a handgun it must be on the roster and counts as 1 in every 30.

FFLs are only required to get a CFLC from another FFL. The individual can use the ATF EZ check system to verify he is shipping to a licensee for his own peace of mind.
When the firearm arrives log into your book using the shippers ID information like normal. When CA customer arrives in your store DROS like normal.Interstate Transfers $100 (DROS included with the price)

Thank you guys for your help. I think Baboosh answered my question. I am not an FFL (yet) and was trying to find out how the FFL I use can accept and register a firearm for me from an out of state individual. I read the information on the BATF and CA DOJ websites pertaining to this matter but it seemed dated. With the new DROS/DES system and with long guns now having to be registered, I wasn't sure if there were any changes in how my FFL would have to process all the paperwork. Nothing changed with the way we process interstate transfers of firearms. Just make sure your FFL is willing to accept a firearm from a non-licensee. So do some don't its really just up to them.Interstate Transfers $100 (DROS included with the price)
