    FFL handgun w/ threaded barrel

    apologies if this question has been asked and answered. or if the answer is rather obvious and i am simply failing to make a connection. please correct me on any points if i am mistaken.

    importation or possession of a threaded barrel is legal.
    possession of a handgun and a threaded barrel is legal. constructive possession does not apply.
    possession of a semi-auto handgun with a threaded barrel and detachable magazine is an assault weapon, and thus illegal.

    can an 01 FFL import for sale a handgun with a threaded barrel, such as a usp tactical? does california law restrict FFLs from doing so in any way (e.g. a DWP is required)? Can an 01 construct one (i.e. replacing the barrel)?

    does this differ in any way for an 07?

    entirely new to calguns. thanks for your patience. look forward to an answer

    Unless the dealer has an assault weapons permit, they cannot possess assault weapons. Period. So a dealer cannot import an assault weapon and then make it a non-assault weapon.

        So the FFL would need a DWP, on which he would mark the "Assault Weapon/.50BMG Rifle" option.

        For good cause, would the following apply:
        Internet based FFL with significant amount of out of state customer interest in purchasing handgun with threaded barrel. Thus A/W permit needed for importation of inventory and resale to bona fide market.

        Not asking for legal advice, just curious as to your personal opinions and/or experience

          Don't know if that would be sufficient or not but you'd have to do a ton of business to justify the permit cost, I'd think.

            If you don't do real business with police agencies don't even waste your time or money applying for the permits as you won't get them.

            Getting the permits to convert assault weapons into "california legal" format will get your permit rejected instantly, and if you get the permit and use it for that reason it most likely won't be renewed the following year.

            They only issue the permits to people in the movie industry and dealers who have actual business with police agencies, they request letters from these police agencies demonstrating that affiliation.

              Its really not worth it. Even being an LEO and FFL holder, the market is dry (cops are cheap...sorry guys but you are) and the permit are way too expensive. I applied for a DWP with all the appropriate paperwork, that was 6 months ago.... still waiting. At this point, I may just ask that my request be cancelled.
