    No Longer In Possession Question

    01 FFL question: I had a guy sell me two of his revolvers that are going to stay in my inventory (01 Sole Proprietor). I logged them into my A&D but of course there's no DROS involved until I sell them which I'm not planning on doing anytime in the near future. Since the seller knows that case, he was wondering if he should file a NLIP form since the DOJ still has him as owning the guns?

    What do you other FFL's think on this one? Is the receipt I give him for the guns enough?

    If you bought those off him for inventory you need a 2nd hand dealers license I believe. You would then use the "Submit Acquisition -> Buy" function of the DES site which would effectively transfer them to your FFL.

    If done properly a NLIP form won't be needed.

      Yes, you should have a 2nd hand dealer license if you are buying from the public and it would have needed to be ran through the new DES as a buy.
