AP-9 question

If someone out of state converts their AP-9 to be california legal (bb mag under ten rounds) can they sell it to a california resident? Would it even have to go as far as sse? Is there a way to do it? Also, I saw some ap-9 recievers for sale from a dealer. Can you get that shipped to your ffl and then find the parts? I've been asked this question by a few people but don't have an answer for them.
