Yes. You must obtain a Firearms Shipment Approval number from DOJ prior to shipping a firearm to a California FFL. You will need to enroll in the CFLC program to obtain Firearms Shipment Approval numbers. -
Shipping, not (necessarily) selling, but yes, I think your understanding is correct. If it's coming from an out-of-state FFL, and it is going to an in-state FFL (i.e., if the non CA FFL's disposition log says to the CA FFL, and the CA FFL's acquisition log says from the non CA FFL), I'm pretty sure the transferor needs to get a CFLC "Approval" for the "shipment". Is the recipient you personally, or your FFL?[EDIT: Never mind. I reread the title of your post. You're the receiving FFL traveling to Oregon to fetch the thing, right? For my own education, what is "FTF"?]

Maybe someone else can weigh in on this, but here's my take on either situation: you carrying it into the state basically amounts to you replacing UPS (or some other carrier), and everything else should be the same as if they shipped it to you.
So if the transferor is an FFL, they need to get a CFLC shipment approval, which means they need to register. Their log will show a disposition to you, and your log will show an acquisition from them, and you'll have a copy of their shipment approval.
As an aside, if they are a licensee, I think technically they probably need to install the bullet button (bring one with you?), or they need to transfer it to you as a lower receiver (rather than a complete gun) to avoid exporting to CA an "assault weapon" under CA law. I don't know if their logs would look any different in the latter case. Does anyone know if disassembly constitutes manufacturing? Would they have to log it out as a complete SR762 and back into themselves as a lower receiver?If the transferee is a private party, no CFLC is necessary. By the way, if this is for you personally, and the other party is not a licensee, it might be easier to just buy it from the person (not at a gun show), assuming they don't require a background check (which is apparently the seller's option in OR).
You might check with the CA DOJ (I'd keep it hypothetical, e.g., a customer asked a question to which you didn't know the answer), but because it's a long gun you may not even have to notify the DOJ of your acquiring it, as long as it isn't an "assault weapon" under CA law.That's just my $1.05.Comment

I asked the DOJ about this before. The out of state FFL has to get the CFLC number. It does not make much sense, but it is the government.
As a FFL, you can acquire it and bring it back, as long as it is CA legal when you cross the border.Kemasa.
