07 FFLs and AW by name

I was reading another thread about changing the markings on a banned lower and got to thinking about what an 07 can legally do.

Could an 07 FFL in, say, Nevada, receive from someone a banned by name lower and remanufacture the lower into something else with different markings?

I suspect that for a California 07 to accept an unregistered AW lower would be a crime, but I can't imagine it is illegal in a free state. Would the free state 07 be able to accept one lower with CA naughty markings, "destroy" said receiver, and "remanufacture" the lower into one with legal markings?

Now before anyone gets their panties in a bunch, no, I do not have any unregistered AWs!! My AWs by features are registered and my AWs by name were registered but have since been sold out of state.

This question came to me as I attempted to ponder a lawful solution for someone who finds themselves in possession of an improperly marked AR lower.

The hitch I see here is that destruction of a firearm under federal law involves cutting the receiver a certain way at least three times. There are extensive documents outlining EXACTLY how things like FAL and AK receivers need to be cut.

I'm guessing that simply remarking the receiver wouldn't fly.

You can always write the ATF technology branch and they will give you the low down.

It's easy for an out of state FFL-07 or an in state FFL-07 with an Assault Weapons Permit. The named AW receiver is removed and an Off-List receiver goes in its place.

This is apparent and I have seen several older Colts rebuilt on Nodak Spud receivers. What he is asking is about keeping the receiver and changing the markings....

Yes, an out of state FFL can replace the receiver without a problem.

The receiver does not need to be destroyed though.

If it is a registered so-called a-salt weapon, then the receiver would still be considered to be a CA a-salt weapon as it is registered. This is not an issue out of state and could be sold to someone outside of CA. There is a form you can fill out to remove it from your list of so-called a-salt weapons.

If it is not registered, then a receiver would not be an issue, although not all LEOs might see it that way. The receiver is not semiautomatic. It can cause some problems though. It could still be sold to someone out of state, so again, no need to destroy it.

The other thread is asking about changing the markings, which is an issue since it included the manufacturer's name, not just the logo.
