Lowers - 21 at time of purchase or delivery

Had a customer come in who turns 21 next week - they wanted to know if they could start their DROS now, since they will be 21 at time of delivery.
I can't tell by the instructions on the 4473 for question 18 if that would be OK. I want to tell him no, just be patient and wait - but if we can do it why not?
What do you all think?

The Gun Control Act says you can't "sell" or "deliver" it to him until he is 21. So even though you'd be waiting until he is 21 to "deliver" it, they would probably consider the start of the DROS as a "sale" to a 20 year old.

I know if you tried that with a handgun, it would get denied. So I wouldn't do it with a long gun.
