Can I gift a rifle to my child before I have received it from dros?

So I have a 10/22 in jail, but I want to gift it to my child before the year end. Is this possible without having the rifle in hand?

If it is in your possession before midnight 31 DEC 2013 then yes.

Of course you can gift it after the new year so long as you otherwise comply with the new laws.
