Can anyone reccomend an FFL that can do this?

    Can anyone reccomend an FFL that can do this?

    Long story kinda short, a few months ago I decided to get a SCAR 17S. So I found an LGS that was an authorized FNH USA dealer. It was a special order and purchased with the understanding that they would receive the weapon and that it would then be transferred to a different LGS to have compliance parts installed because they didn't have a gunsmith on site (or whatever). That was then. By my reading, according to the Cal DoJ Assault Weapons FAQ at item 8, which says:
    "8.I am a firearms dealer. If I remove the characteristic(s) that make a firearm an assault weapon, can I sell it?

    Yes, but only if the firearm is an assault weapon that is defined as such only by its characteristics, and only if you have registered it as an assault weapon with the DOJ. (Penal Code section 12276.1, SB 23 - This section of law may be accessed on the DOJ Bureau of Firearms Website's Online Dangerous Weapons Control Laws). THIS DOES NOT APPLY TO ORIGINAL ROBERTI-ROOS ASSAULT WEAPONS OR AK and AR-15 SERIES WEAPONS."
    The LGS should be able to remove the lower receiver and the stock, which contain all the bits with characteristics that make it an AW and then transfer the upper (the serialized/firearm part of the SCAR) to the other dealer for transfer as a non AW receiver. The other dealer could then install the compliance parts on the lower and stock and I could take the rifle home after my 10 day wait. Again, this was what the original understanding by all parties was. The LGS (now that the rifle has finally arrived and I've paid for it) is now saying that they can't do that and can only transfer it to another FFL who has an AW permit who has the ability to install the parts. As far as I am aware, there isn't really a public database of which FFLs have this permit and the LGS isn't being helpful in providing me with suggestions. Can anyone recommend an FFL with an AW permit, either in the San Francisco Bay area (preferred) or Monterey/Sacramento area that can take the transfer and install the parts so that I can actually take possession?

    personally not aware of any FFL in the bay area with AW permit,….. Alternatively, send it to an out of state FFL that will get the compliance done, or that will send the upper separately to a smarter FFL around here. You can get the ca compliance done both shipping & installation for a bit above $100.

      I'm confused. If your LGS already received the SCAR and they do not have an AW permit they are hosed. Transferring it to an AW dealer doesn't help them. They need to send it back or turn over to DOJ because they effed up.

      A dealer without an AW permit CANNOT posses AW and then re-ship to someone with the permit.

      Now if he does have an AW permit it's legit for him to have and I'm not sure why he wouldn't now want to install the compliance parts for you. At this stage since you're going to pay for shipping anyway look for a middleman outside of CA to do the mods. Table Rock Arms comes to mind, but find one that works for you.
