no serial number transfer

I apologize if this has been covered a hundred times. I tried searching, but it's difficult on a phone.

One of my coworkers brothers sent him a couple old shotguns (jc higgins & sears and Roebuck I think). The FFL here in CA is saying they can't transfer them because they lack serial numbers. These guns never had serial numbers. I have read several times that this can be done, but convincing the FFL is something different. Can any of you point me towards some info to send their way?

Tell your FFL to call the BATF. The paperwork is just marked as "NSN" (see below). I am not sure of what is going to happen in 2014.

Several years ago, I purchased a older 12ga shotgun from a FFL's inventory.

It did not have a serial number.

They simply described the shotgun in the DROS and noted it didn't have a serial number.

Just another uneventful sale.

Picked it up in 10 days.


Quit wasting time with a FFL who doesn't know what they're talking about. Take your business to another one who does!

Thanks for the responses guys. unfortunately these were shipped from my buddies brother in Pennsylvania so using another FFL and double shipping probably isn't an option for him. The FFL said they were going to call DOJ for clarification. Hopefully they won't get fed a load of bullsh*t, everything will go smoothly, and they'll be better informed for the future. I've dealt with this shop many times in the past. They're good folks. Just unaware.

Since the serial number is not recorded for the DROS for long guns until 2014, they would be far better off to just call the BATF since the issue would be for the bound book and the 4473 only.
