Customer with paperwork issues

I have a customer with a handgun purchased/shipped from a out of state dealer. His DL address isn't the same as his current address. He stated that he doesn't live there anymore. His proof of residency (auto registration) has his current address but is expired. He needs something up to date, correct? At the same sitting he then tells me "oh, I don't live in the apartment but still have possession of it" That's not a current address, correct? He then says he will get his outdated auto reg fixed and will come back.

2 days later he says all is fixed and makes appt to finalize the dros a few days later. The next day he calls and asks if the auto reg is corrected to match the DL address, will that work? Should I send him packing and return the gun to the seller or what? Something doesn't sound right with this.

Any help would be great.

2 days later and he has a DL with his current address on it and it matches his new registration? Or, did he get a new registration to match an old address? The first would be impossible since DMV isn't that fast. The second would be viable but, he already told you he doesn't live there anymore. Either way, while I'm not a FFL, I'd say go with your instincts.

He should have done his homework BEFORE ordering the gun. I would either hold it for up to 30 days (without charging him storage just to be nice) while he gets the right address on his DL, send him packing and return it to sender, give him the option of sending it to another FFL to hold until he gets his poop together or, if he doesn't want to take you up on any of the options, you can give him the option that you'll turn it in to the local police.

gas bill and license matching would do the trick. If not, send him packing.

The problem is that he said that his old address is not his current residence address, then he changed his vehicle registration to that address in order to match his ID. In other words, he wants to lie on the 4473, as well as the DROS. This means that you know that he is willing to lie. Personally, I would not want any part of it.

BTW, I would not send the firearm to another CA FFL as you would be responsible for the sales tax. Either send it back, buy it or sell it on consignment (making sure that he does not have someone come in to buy it).
