    Transfer on-roster pistol frame w/ customer supplied slide, etc?

    I'm looking at acquiring a Beretta 92/96 series lower to dedicate towards a spare barrel/slide combination that I have.

    Hypothetically:
    I would have an out of state seller ship my FFL the lower. I (or the FFL) would then combine it with a slide/barrel that I supplied, resulting in a completely function pistol. Both frame and upper would be from the same on-roster configuration, just manufactured at different times.

    Would this creation be transferable as on-roster?
    If yes: Would the FFL have to be 07 or is a standard 01 sufficient?

    Any potential tripping points/glaring flaws with my idea?

    You'd need an 07 to receive the frame and manufacture into a pistol to sell/transfer to you. Don't know associated costs or how excise tax factors in to a transfer like this.

      Hmm, nuts. I guessed this would be more like the SSE process with requiring only an 01 (unless I'm mistaken on that and all the SSE shops have 07).

        The reason it's different is because:
        FFL receives Frame (logs in)
        FFL sells/transfer Pistol (logs out?)

        In the case of SSE
        FFL receives Pistol (logs in)
        FFL sells/transfer Pistol (logs out)

        The type of firearm doesn't change and the 'value' isn't significantly changed either.

          You could send the slide to the seller and then have a complete pistol sent to the FFL of your choice.

            Ah, that does make sense. It looks like it may be possible as an infrequent thing (not a regularly offered service):
            From the ATF FAQ Question 6, Example 6:
            A company acquires one receiver, assembles one firearm, and sells the firearm.
            The company is not manufacturing firearms as a regular course of trade or business and is not engaged in the business of manufacturing firearms. This company does not need to be licensed as a manufacturer.

            [edit] missiondude: that was the backup plan -- I just wanted to avoid more complications for the seller and minimize potential "oops everything got lost in the mail" mishaps/scams.
