I live in CA and my son in law lives in AZ. I visit him frequently and I would like to transfer a bolt action rifle to him. If I take the rifle to him in AZ, do I need to utilize the services of a FFL to make the transfer?

Yes, an AZ FFL dealer is required to transfer the firearm to him.
This is needed in order to comply with Federal laws that have been in place for the last 45 years. [18 USC 922 (a)(3)&(5)]
There is no gift exemption to the Federal laws.
Failure to use an AZ FFL dealer equates to a Federal felony for you and a Federal felony for him.sigpic

Federal law prohibits the transfer of firearms between residents of different states.
The intrafamilial exemption is a CA law, not Federal. In free states there is nothing which prevents residents from directly transferring firearms without going through a FFL.
If the children lived in CA, then it would not have to go through a FFL. There could be an issue with a daughter getting a firearm for the intent purpose of bypassing the law.Kemasa.
