Before 1/1/2014 the long gun serial numbers are NOT submitted to DOJ. THe DROS and 4473 are separate documents. DROS = CA, 4473 = Feds/ATF.
The serial number for long guns does not need to be recorded until the time of pickup so the "swap" can occur with the out of area seller if you haven't signed off and picked up the rifle yet. No changes/corrections occur with DOJ since no serial number was submitted.
This all changes on 1/1/2014 and you no longer be able to do that swap depending what corrections are allowed. If serial number corrections are allowed as they are with pistols then you can still do the swap in this same manner on and after 1/1/2014.UG Imports - Fremont, CA FFL - Transfers, New Gun Sales
