    VA ID for PPT?

A seller of a rifle on the calguns trader asked me if a Dept of Veterans Affairs ID will work in order for him to sell me a .22lr rifle, and i'm stumped, I'm going to call in the A.M. to ask a few FFL's but thought I could get a quicker response on here. I'm guessing NO but am I wrong? (the seller lost his CA DL his only form of ID is his VA ID card)

Will not work, must be one of:
    Military ID
    CA ID
    CA DL

Now if you're ok paying standard transfer fees the FFL can run as a standard long gun transfer as if the seller shipped the rifle and you can complete the process. Just wouldn't be $35, but whatever the xfer fees are at the shop you're at.
