    Fingerprints and HSC's

    Do fingerprints of a buyer have to be taken as part of the handgun or long gun FFL in-bound transfer process? Is it part of the DROS paperwork? Also, is it legal in CA for a buyer of a handgun to take the written HSC test and obtain their HSC anytime prior to actually picking up the gun to take home (assuming a successful background check, etc.)? Or must they take the test and obtain their HSC at the same time they complete the DROS application? Thanks.

    Fingerprints are part of the DROS process: buyer for new guns, buyer and seller for PPTs.

    Since they are good for 5 years, just get your HSC and don't potentially waste the gun shops time in case you end up failing (the content is common sense which many people severely lack).

      Yes, fingerprints (right thumb) of buyer is taken at time of DROS. It doesn't matter if you are buying a hand gun or long gun. The fingerprint is placed on the backside of the DROS.
      You can take your HSC at anytime. Read the study guide on line. Read each question carefully. Lots of trick questions.

        I think what you are asking about the HSC is do you need one before starting your DROS. Yes you do as the HSC has a # on it that get's entered into the DROS system.

          As said, the DROS can not be submitted without the HSC number.

          The right thumbprint is part of the DROS process, not receiving the firearm.
