NLIP (No Longer In Possession) Form Help

I'm trying to fill out this form for a firearm that was transferred a few years ago. I do not have complete info for a buyer and he is uncooperative. The FFL provided me a DROS form so I have the DROS number however his info is blocked out for privacy, and I respect that. I did however PM him first since he is a member here. Can I file this form with the serial numbers alone or do I need complete info?

I have a second handgun with no info serial only, and no contact info whatsoever for the purchaser other than a handle here.

    Thanks
    -Justin

Also, the FFL who completed the transfer for the second has changed names and no longer has any paperwork on site. I was referred to the ATF but have no idea where to begin.

The handguns were sold in CA through an FFL?

If so, forget about the NLIP. That form doesn't make DOJ delete you from the database. (Presuming ordinary competence) DOJ has the new record showing the new owner, using the submitted DROS info; it also has your old info, if there was any, and will have it forever.

Frozen in 2015, it is falling out of date and I can no longer edit the content. But much of it is still good!

There are no records that the DOJ currently has on you with regards to long guns. The serial number information was never sent to the DOJ at the time of the DROS/PPT. Just fill out the form with the info you have. Doesn't really matter what address you put because the person could have moved since then. Suppose if you wanted to you could include the DROS number, but not sure what DOJ would do with that.
