    Question about 2014 C&R's

    Hello Calguns Community -

I was hoping someone in the FFL forum could answer a question for me. I recently completed a transfer through an FFL of some guns that are C&R, as I do not yet have my FFL03. We were chatting a bit and he was under the impression that beginning in 2014, ALL C&R purchases, whether long gun or handgun, would need to go through an FFL01, and door-to-door delivery is no longer available in 2014 (i.e., if I ordered a Mosin from an FFL in AZ, he couldn't send it to me directly - it would need to go through an FFL here in CA).

I was under the impression that door-to-door delivery across state lines was still OK for FFL03 holders in 2014, with the added rule that all purchases would need to be registered with the DOJ. I do know that F2F transfers will no longer be allowed in 2014, even for C&R.

Can someone confirm what the 2014 rules will be for C&R purchases? I figure that if all C&R purchases have to be made through an FFL01, then I may not want to go through the trouble to get my C&R.

    Thanks in advance!

In addition to an 03(C&R)FFL, you will also need a C.O.E. to continue to have them delivered to your front door after 2013, also you will need to send in the registration(and $) to DOJ

Thanks, Drabnor and arcangelwis. Sorry, I should have added +COE in there - I know that I need that plus the Fed documents.

Yay for front door delivery. Boo for sending more money to this ridiculous state.

One more question, if anyone knows it: what will the official process be for registering a new C&R that I acquire? Is there a form I can download anywhere that specifies what I need to fill out and how much $ I need to send?

I'm sure the doj will have the form for download on their website come 2014.
Or they will amend the current forn for reporting of C&R out of state handgun purchases

I was searching for this exact question and answer. Thanks for the free
What is a COE? How does one go about jumping through the hoops to get one?

Frozen in 2015, it is falling out of date and I can no longer edit the content. But much of it is still good!
