DROS/FFL needed for lower receiver trade?

Do you need to DROS/use an FFL when trading one lower receiver for another, with another person, locally? I know with handguns you do, but long guns have me a bit confused.

All modern firearms transactions must go through a dealer if they are not between parents/children/grandchildren.
www.tenpercentfirearms.com was open from 2005 until 2018. I now own Westside Arms.
