    proof of residency for long gun

    It's been a little while since I've bought a long gun, and when I went in to DROS one, I was told I needed secondary proof of residency. I know that is required for a handgun, but is that true now for a rifle? If I recall correctly, previously I only need my valid CA drivers license:

        If your DL address does not match your 4473 address, you need to provide a government issued document showing the 4473 address.

        If your DL matches, you need no further documentation, by law.

          There is never a requirement for "secondary" proof of residency for CA. For handguns, the law specifically states that a CA ID/DL is not acceptable for proof of residency, so you need something else, but that does not really make it a second item unless you count the one for the Federal requirement and one for the CA requirement.

          As said, for a long gun if your CA ID/DL has your current residence address, that is all you need. If not, then it needs to be a government document due to Federal requirements.

            It can be tough as many FFL retailers use different standards and interpret the codes or what they've been told differently. I have also experienced dealers who have required a second form for long purchase/transfers. Add to that several dealers have accepted my vehicle registration as proof of residency, others haven't - same thing with utility bill statements, I end up bringing three of four forms of proof of residency with me if I visit a FFL dealer that I'm not familiar.

                  Seems hunting or fishing license also does not count. Utility bill less than 3 months old, correspondence from a state agency (that includes your current addy) that is not >3 months old, etc.

                  Presumably if there were a federal ID card that would be GTG ...

                  Legally, seems whatever, as the FFL is asking for what they want to cover their hand in the matter - gotta feed your FFL.

                  Getting an updated CDL is way more hassle than it needs to be.

                    CA requires a CA ID/DL or military ID with duty orders, so for CA a passport is of no use.

                      I've had FFLs read the directions on the 4473 and mistakenly think that the "proof of identity" section was telling them that they needed an alternate document with the current address on it. nothing I could say would sway them, in the end, getting the registration out of the car was better than having the receiver shipped back to the seller.

                          One is CA which requires proof of residency for handguns which specifically says that a CA ID/DL is not acceptable for proof of residency. This has nothing to do with the Federal requirements (4473).

                          The second is the Federal requirements. It is quite clear on the 4473 that a second government document is only needed if the ID does not have the current residence address.

                            right, this was for a long gun transfer in which my CADL has my current address on it. this is the address that was listed on the 4473. As such, I should not need to provide "alternate documentation" to complete the transfer. unfortunately, the FFL could not understand that that section only applied if the DL did not have the current address on it. I tried to explain it to him, but he was unwilling to listen. in the end, it was easier to just go out to the car to get the registration than to have the receiver shipped back to the seller. And this was already the "transfer from hell" so I was not going to make it worse by having it shipped back to find another transfer dealer.

                              Yeah, it is easier to give in than to push the issue. Some can be educated, others can not.

                              All I can say is to use another FFL and let others know about the problem.
