100% stripped lower pistol DROS?

Is the documentation in the 4473 and DROS any different for a 100% stripped lower that is intended to become a rifle as opposed to a 100% stripped lower where the purchaser intends to turn the lower into a pistol?

You can not Dros a lower as a pistol.

Except to a person that is "exempt" from the roster and the "safe handling demo".

As you can not SSE a pistol with no barrel or do a demo on an incomplete gun

So then do people make AR pistols out of 80% lowers then to circumvent the issue?

That, get them from an 07 who can manufacture, order them already built with bullet buttons and sse or they have a CCW and circumvent the safe handling demo.

a ccw will get you around the safety demo but not the sse. you can't sse a lower

Just to clarify in my mind. Does the FFL just list the sale of the stripped 100% lower regardless of what the buyer plans on doing with the lower?
Based on the responses the stipped lower can not be DROS'ed as a pistol due to lack of features making it a pistol.
is this accurate?
