There are two aspects to the so-called a-salt weapons. The first is banned by name, which can not be a semi-auto in order to be banned. The second has to be a semi-auto, center-fire firearm in order to be banned.
A lower without an upper is neither semi-auto nor center-fire.
A rimfire upper would not require a bullet button.Kemasa.
