    80% engraving legality

I have a shop (non-FFL) engrave 3 of my lowers. I emailed him two days ago to setup having my fourth done.

He said he cannot engrave any more paperweights, because he does not have a FFL. He said he could do it with me present, but not by mail like we have done previously. I live in Stockton and he lives in Fresno. I plan on possibly driving down there, but not sure yet

    Was he advised correctly?

He said he would program my lower Image for a Cnc file. Does anyone know of any place near Stockton where I might be able to have it engraved?

If they have not been finished then he does not need an FFL.
If they have been finished to 100%'s then yes he needs an FFL or he can do it with the owner present.

If its an 80% its just any other hunk of metal.

Check around on the forum, I know there is a guy here in San Jose who does engraving, and that's a lot closer than Fresno isn't it?

And yes, finished 80% must have FFL or you be present during the work. IIRC
      Sorry, not sorry.
