You can use it to get a new HSC card from the place you got it from, but if it has been over 2 years you are better off to just get a new one.
As far as the FFL goes, the answer is No per the CA PC:
A copy would not be presenting the actual card. Some FFLs might not care and would accept a copy, but that does not mean it is legal.26840. No dealer may deliver a handgun unless the person receiving
the handgun presents to the dealer a valid handgun safety
certificate. The firearms dealer shall retain a photocopy of the
handgun safety certificate as proof of compliance with this

I don't know if this is a common practice for all lgs because one of the lgs I go to doesn't allow a photocopy of car registration. So I would asssume that they will not accept a copy of HSC either.
Once I went to buy a gun but forgot to bring the HSC with me, I was told by the store that I can go back to the place where I took the test and ask for a replacement. I decided to just take the test and get a new one in that store rather wasting my gas & time to get a replacement.Comment
