DROS system is down?

    DROS system is down?

    So I dros'd a gun last tuesday (so I thought) and today I get a call from my ffl saying that he still hasn't submitted the dros because the system is down. Thing is that I know for a fact it's not down since I sold a hand gun to a fellow calgunner on sunday and that shop made no mention of the system being down and I dros'd a rifle yesterday at turners and they also made no mention of the system being down.

    From googling I found an old calguns thread that said maybe the ffl forgot to pay their dros bill.





    What do you guys think happened here?


    The guys seems like nice guys but kind of sucks that I have to wait another week or so to get my pistol.

    Most likely the FFL has some issue, but they are not being straight forward with you. If they did not pay the bill or if they did not send in copies of their permits on time, they will be dropped and it can take some time.

    You could ask them directly what the deal is since the DROS system is not actually down.

      ill drop by tomorrow and ask. could i possibly have them send the gun to anotheer ffl in the area?

        In theory, yes, but if they dropped off the CA Firearms Dealer list, then they might not be able to generate the CFLC letter, which is needed for shipping/delivering a firearm to a CA FFL. They could always ship it out of state and then have that FFL ship back to CA if they can not generate the CFLC letter. This might not be an issue though.

              do you know how long it would take them to get back on? maybe a week? a month?

                You don't have to be on the CFD list to generate a CFLC, only to be registered on the CFLC system using an 01 or 07 FFL. And if you're not a FFL, i.e., an individual, you don't have to generate a CFLC to ship a firearm. Being or not being on the CFD list shouldn't be an issue with regard to shipping a firearm to another CA FFL, it's only an issue to access the DROS system, i.e., sell a firearm, or to receive a firearm from another FFL, i.e., be able to receive a CFLC authorization. Now if the reason your FFL cannot access the DROS system is because he did drop of the CFD list because his FFL was pulled, then he may have issues shipping a firearm to another FFL, i.e., clear out his inventory, and may only do so under ATF supervision.

                    That is the way it should be, but then if the person does not have all of the required licenses/permits to be a firearm dealer.

                    This assumes that the DOJ does not do things to cause other problems. Why is a person denied if they owe money to the DMV? Because they can.

                    I don't know if they do that or not, but it might be possible.
