    07 FFL Manufacturing Single Shot Pistols

    I was having a discussion about single shot pistols with one of my local FFLs and the question came up... Is there anything wrong with an 07 FFL purchasing stripped AR pistol lowers, building them up and selling them as SSE?

    1) From what I understand, this would be perfectly legal... Am I missing anything?

    2) What are some good companies/manufactures that are making stripped AR pistol lowers these days?

    3) I read on someone's auction on Gun Broker that they were direct dealers with Stag and they are selling a built lower with a pistol buffer tube as a pistol although it is not marked as a pistol. The seller is saying that since he is direct with stag, he has logged them in as a pistol so it can be sold as a pistol. Can he really do that legally?

    Generally the mfg marks it "pistol" so there are no questions. However, federally the receiver is just a frame until fully manufactured. The 07ffl could do the build, but they would need to be mindful of secondary stamping regs, itar, excise tax, etc. The distributor should also ask that Stag send the lowers as "handguns" on the Cal DOJ AI shipment authorization.

      While it does not hurt to have the CFLC letter show it as a handgun, it is not required as the BATF does not consider the CFLC to mean anything with respect to what the firearm actually is.

        What about questions 1 and 2? Is it okay for an 07 FFL to purchase stripped AR pistol lowers and build them up? Also, who manufactures pistol lowers?

          As long as the firearms are CA legal or the FFL has the required permits, it is legal. I don't know of any suggested places for lowers. Lowers are lowers. Until built, they are considered "other" and can be made into a long gun or a handgun. Once a long gun, it can not be made into a handgun.
