I know ca doj recently stopped fed Leo from buying off roster but did the standard cap mag sales also stop?

Confused because????

Before this craziness fed Leo could walk into proforce or wherever and buy off roster handguns and standard (read hi-cap) mags. As of may or June ca doj stopped fed Leo from being able to buy off roster guns. Word I heard from a fed Leo friend (I'm not Leo) is that he can also no longer but standard cap mags. He was asking me for confirmation but I hadn't heard anything about it. Turning to cg go see if anyone can provide guidance re: doj memo/determination or if its fud from the guy my friend heard from or whatever LGS is spreading it.
