    PPT non ca doj rostr

    Hi All,
    I need some knowledgeable answers.

    My good friend lives and resides in Havasu AZ.
    He works in Lakewood Ca. for a month at a time
    He says with me overnite in Victorville on his way through most the time, cause he is older and a vet and has medical issues, so it gives him a break on the long drive.
    He has a pair of 380 pistols that I am interested in buying.
    He has bought them legally in AZ. in his name and address.

    Can we meet at a FFL dealer in my area and start a transfer process to me?
    He only has to be there physically the first time. I have to pay the DROS fees and wait for the 10 day background check. I already possess a HSC in Ca. In 10 days can I pick the pistols up as they are now transferred and registered in my name providing I have passed the background check even though they are not on the CA. DOJ Roster.

    The California Roster of Handguns Certified for Sale

    The Roster is a restriction on CA FFLs; they may not transfer off-Roster handguns to non-exempt buyers. (I am not a CA FFL or a non-exempt buyer)
    The Roster does not apply to ownership or possession. N/A
    The Roster does not apply to handguns imported to California by people moving into the state. N/A
    The Roster does not apply to handguns transferred through the Private Party Transfer process, using an FFL. (ROSTER DOES NOT APPLY THROUGH THE PRIVATE PARTY TRANSFER PROCESS USING A FFL).
    The Roster does not apply to handguns transferred through the intrafamilial process or to inherited handguns. N/A

    I'm not an FFL

    A Private Party Transfer is only available as an option when the Buyer & Seller are both residents of California (with ID)

    Since your friend is not a CA resident, you are not Roster Exempt, and the pistols are not on the Roster - you are unable to buy them from your friend.

      In order for the FFL in California to process something as a "private party transfer", both parties need to have a California driver's license or ID card from the DMV or military orders with a California address. If your friend has an out of state ID then the FFL has to process the transfer as a regular dealer transfer and not as a PPT. That means the transfer would not be exempt from the safe handgun roster.

        The Roster DOES apply to handguns in an interstate transfer - AZ resident to CA resident is interstate. Without CA ID for both parties, cannot be a CA PPT.

          If both parties have a Ca. ID then the FFL transfer of a non Ca DOJ gun is legal?

          So the only way for a non Ca DOJ gun to be legal in Ca. is if it was imported into Ca. by someone moving into the state?

          So after it is imported into CA. during the moving process it can be legally transferred to someone else with CA. ID through a CA. FFL?

            You might be able to SSE them. If you are willing to pay the extra expense and find a dealer who is willing to accept them and perform the SSE.

              1) that's non-Roster, and yes.

              2) That's one way; SSE already mentioned, and purchase via PPT from someone who got it legally in CA, principally LEO. Inheritance and interstate intrafamily gifts also work.

              3) If the seller has CA ID, yes.
