Private Party Sale

I am sure this question been asked a hundred times but here it is again.

If somebody moved to California but still has a out of state driver's license and wants to sell a handgun in California (handgun is on the rooster list for California) can that person sell the gun as a private party in California? or not.

Second part to question if they came from a state where all firearms are cash and carry (there are a couple midwest states) so there is no registration on the firearm would the new buyer be okay just to send in the $19 registration information to the DOJ

I know some things may not have been by the book here, but the gun is here and I just wanna be sure that the person gets it registered or done right in California.

PPT must be done between two CA residents with CA DL/ID or .mil with orders. Since it's on the roster the dealer can transfer it like any other out-of-state transfer but may charge more.

No, don't use the form and $19 method. It's not legal.

If the person moved here from out of state it sounds like they need to go to the DMV and get their new ID. Register their firearms as required. If they intend to sell on then a PPT would be ok since they now have their CA ID.

One of the things a new resident may do is sell the handgun(s) instead of registering them - but that does require CA ID to avoid an interstate transfer.

They can sell the firearm to an FFL as a non resident too. But I think this fact is irrelevant to the original posters question... (-:
