Just wondering about the process on an FFL end. Is it really that bad? Burdensome? I would speculate that it opens another avenue for more gun sales...

Find a new shop. Its a shop decision. Some will do it some will not.

You have to know what you are doing and make sure that you do it properly. Some FFLs don't know of all the issues. In the past, it was said that you needed an 07FFL and mark the firearm, which has since changed. If they don't know this, clearly they would not want to do it.

Yes, it opens the avenue for more gun sales, but it also opens up the FFL for more problems if they don't know what they are doing or don't know what all of issues are.
