    This makes no sense - lower PPT transfer

    Ok - my 19 YO son just did a PPT of a lower received. The FFL came back X days into the 10 day wait, and stated that the PPT could not go through, since he was buying the only the lower. Adults under 21 can only purchase entire / complete / functional rifles, but not the serialized lower.

    This makes as much sense as teets on a bull, but Wait.... I just remembered - I live in California, so I guess the insanity makes sense.

    Thoughts?

    It's federal law, not California law. The 1968 Gun Control Act says that FFLs can only transfer rifles and shotguns to people aged 18-20. A stripped lower does not meet the definition of "rifle" because it doesn't have a shoulder stock or a rifled barrel.

      yup, federal law, not CA law is the issue here.

      now, had it not been CA, then the need for an FFL would probably not have been there since you could have done a dealerless transfer, so in the end you can still blame CA for this
