    dual residency - Oregon and CA.

    Newby here with a question that may have been asked but have not been able to find it. If a person has a valid DL in both states and is a property owner in both states and buys a Glock 23 gen 4 with 13 rd magazines from a LGS in Oregon, can he own and keep that gun in CA as well? Can he do a PPT to a CA resident? I am sorry if this has been addressed and answered. Thanks for any input.

    Simply owning property in two different states does not make you a "Dual-Resident." Definitions of "Resident" are also slightly different depending on the subject (liability to state taxes, driver's lic eligibility, and firearms purchasing). Please check out the ATF website for particulars.

    You're in violation of California law (and I would suspect Oregon law as well) if you possess a Driver's License from both states. There is an interstate compact on driver's licensing that only allows a person to hold one Driver's License. You can hold multiple state ID cards, but only one DL. Please refer to Vehicle Code section 21511.

    Here's where the residency thing gets sticky. Once you own the Glock 23 in another state, you can bring into California. There is no application of the "Safe Handgun Roster" to weapons that you already own and are bringing into the state. Depending on how long you stay, you may need to register it with DOJ. Once you become a California resident, then you can PPT it another California resident.

    But you cannot play "switchy-changy" with your residence simply by driving over the border.

    You cannot bring "Large-Capacity" magazines, as defined in the PC, into California, even if you lawfully can bring the corresponding weapon into the state. You're stuck with 10-rounders for your Glock while you're here.

      You can be a resident of two different states, but you need to make sure that you actually qualify as being a resident of both states.

      As said, you can not import high capacity magazines into CA.

      If you bring a firearm acquired as a resident of another state and bring it into CA, there is a form you need to fill out. You need to mark where you received it from and also mark the other box and state that you acquired it as a dual resident of the other state.
