    Rules regarding receiving a repaired firearm

    Hi,
    Need some direction regarding receiving a firearm that was shipped out of state for repair and reassembly.
    1. The firearm is registered in CA. DROS was done by CA FFL.
    2. The firearm has been repaired by a gunsmith and is ready to be shipped back to CA,

    a. Can the firearm be shipped directly to a private party, in this case, the owner?
    b. If not, does it have to be shipped to an FFL?
    c. In either case, what kind of documentation is require for the shipment to comply with CA rules? Is there also Fed compliance?
    d. Can it be shipped USPS or does it have to go FedEx? My understanding is that USPS can be used for shipment between FFLs. Is this correct?
    e. If it has to be handled by am FFL, what would the handling charge?

    If a legally owned firearm was shipped by a non-licensee (private party) directly to a licensed FFL for repair - a gunsmith or manufacturer - the licensee may ship it directly back to the person from whom it was received, via common carrier.
    No state or ATF 4473 form required.

        I'm not an FFL.

        Unless for some reason the serial number of the firearm changes - then it must be sent to a receiving FFL for (re)transfer to the owner.

        I'm not sure what happens at that point; simple 4473 or full DROS/4473

            Again, not an FFL.

            I'm about 95% sure of the answer...

            If the 'ffl/gunsmith' is not in CA, RAWs must be shipped by an intermediate FFL in CA with an AW Permit

            If the 'ffl/gunsmith' is within CA, they must have a CA AW permit. At that point the RAW can be either hand delivered by the owner to the smith, or shipped via an intermediate FFL with a CA AW Permit.

            My apologies if I'm incorrect. I have a some RAWs, but I've never had to have someone else work on them.

                If I'm reading what you stated correctly, then that is incorrect. The firearm can be shipped via common carrier (UPS or FedEx) directly to the original owner to the return address supplied when shipped. It DOES NOT have to go to an FFL. Handguns can not be shipped to or from a private party via USPS. Only FFLs can ship handguns through USPS. Long guns can be shipped either way via USPS.
                Unless you meant that to read as two separate sentences. If so, then that is correct. Punctuation helps. It should say,
                "Unless for some reason the serial number of the firearm changes. Then it must be sent to a receiving FFL for (re)transfer to the owner."

                    As was said, if the serial number changes, then it can not go directly back, instead it has to go through a CA FFL.
